What exactly is jslibs

I am know javascript/jQuery alot.
I had a look on jslibs and I am interested in it.
it is similar to node.js ? OR it is scripting language to make desktop
applications using JavaScript ?
Or it add other api (like webcam) to javascript .

for example.
In my project, I need to record audio. I cannot make the project using
standard html5 API because it is not yet implemented.

Will this be helpful in this case ?

May you please explain bit more about this wonderful project.

Not all Javascript is web-based. jslibs provides a Javascript
interpreter and Javascript-language access to many useful libraries,
but it is not a web browser!!! There are other projects like it.
jslibs is only for MSWindows, but there are other options that are
more portable. I believe Flusspferd (similar to jslibs) is portable to
many platforms. I work on GPSEE which is also similar but we don't
have MSWindows support yet, only *NIX like Linux, Solaris, and Mac OS
X.
