Earlier today, I had arranged to have our intercom system inspected by an agency. While I do not stay at JSH anymore (I have given my flat - A206 for rent and moved to another area), I had personally visited the apartment to oversee the same. Here is the summary
The intercom problem:
a) 21 flats in A block have functional intercoms and 7 do not. In B block, 29 houses were checked, out of which 20 were found to be in working condition. This information is in the register kept at the security desk. This was not personally verified by me today but Abhay could give more insight into the accuracy of the same.
b) For atleast 15 flats in JSH, BSNL, airtel etc have ILLEGALLY tapped onto the infrastructure provided by JSH for intercom purposes. if you open, the attached picture, you will see what I mean. The box belongs to BSNL in B block. The blue and white wires belong to JSH intercom infrastructure. These wires have been pulled out of the NCC boards and plugged into the BSNL boards. Effectively, this means that your intercom wont work because there is no INTERCOM line to the house SINCE the same has been used by AIRTEL/BSNL.
C) Another thing that has happened is they have taken a wire from the BSNL/Airtel box and plugged into the JSH board. There are voltage differences between the 25 watt NCC unit and the 50 watt Airtel/BSNL unit. This could lead to electrical failure of our instrument.
While I am not an engineer, I can pretty much understand the reason why the intercom is not working properly at our apartment. I would encourage each of the people that are suffering to check the condition of the board and the wires criss crossing.
Solution:
I have been able to negotiate an AMC with the company. The terms of the contract are that they will take care of repairing the existing infrastructure and ensuring all 75 intercom points are working. If this means they have to change the wire, or do chip level service, they will do that. They will not charge us a single rupee for repairing our infrastructure back. No payments are required till all intercoms are up and running.
On our part, we have to commit to sign the AMC contracts with them for about 15000 Rs a year. This payment will have to be made once they repair everything only. Then they will also maintain the phones for the next year. I will forward the quote to the working committee's personal mailbox and this can be presented in Sunday's meeting. Post this, the working committee will take this matter up and go through the fine print etc and take an informed decision on the benefits or concerns of the terms of the contract. Then they will either agree to sign the same or decline the offer. I request the WC to please put the decision in public domain via google groups.
This has effectively taken care of two issues. repairing our infra and making sure they stay healthy. According to the terms of the contract, even if a single flat faces a problem, they will send someone to rectify. This will be mentioned in the SLAs and the WC can verify that it is there, before signing the same. On our part, we have to also make sure that our internet service providers do not mess up JSH infra further, post the restoration work.
I have taken a little more time than usual to take care of this this due to some pressing personal commitments.
We have easier solutions on hand like changing everything for 1 lac rupees or so and then paying AMC anyway after the warranty of 1 year expires. 9 out of 10 agencies will tell you they cannot repair the existing intercom. They will say it because there is no money in repairing it. It is upto us to use our reasoning and then take the right decision because we are dealing with public funds.
I am still shocked by the idea of changing the entire infrastructure, particularly after seeing with my own eyes the reason why the intercoms are not working. Not due to any mysterious cloth cables nor due to any sarpa doshas in JS Harmony's horoscope. I would request each of you to check the ground situation and then reply to this comment of mine. I have invested considerable time of my own on this issue. I hope other issues are also addressed by us using good reasoning. In future, I hope that all information on big budget spends or adhoc spends be made public with full facts revealed to the entire group in future.
