POSITION ANNOUNCEMENT:

 

International Coordinator, Justice Without Borders for Migrants

 

 

ORGANIZATION DESCRIPTION

 

Justice Without Borders for Migrants (JWB-Migrants) is a multinational network that seeks to combat violations of migrants’ rights linked to deportations and refoulements through transnational action that combines utilization of legal mechanisms, advocacy, documentation and reporting of abuses, capacity building, and strengthening collaborations and communication between partners.

 

Its objectives are to seek justice and policy change on violations of migrants’ human rights linked to deportation and refoulements through:

 

(1) Facilitating transnational communication and collaboration between civil society organizations across borders through: information sharing, translation assistance, joint strategy-setting and action, nurturing of networking and partnerships, and other means;

 

(2) Increasing capacity of partner organizations through trainings; technical assistance in legal, financial and other matters; development of common tools, etc;

 

(3) Increasing access to justice by strengthening the ability of civil society organizations to provide multinational legal assistance to migrants;

 

(4) Pushing for broad institutional change through the utilization of legal mechanisms, including strategic impact litigation at the national, regional and international level1;

 

(5) Conducting research, analysis, and documentation of human rights violations linked to deportations and refoulements, including gathering, preparing and presenting information to courts, governments, inter-governmental organizations, media, and the public; and

 

(6) Mobilizing transnational advocacy in order to seek reform of laws, policies and practices that foster violations of migrants’ rights linked to deportations and refoulements.

 

 

*  “Strategic impact litigation” refers to a legal strategy focused on carefully selecting and bringing cases to domestic, regional or international courts, with the goal of creating broader changes in laws, policies, practices, and attitudes. It is distinguished from general “legal services”, which implies the provision of legal assistance to any individual that needs it. Legal assistance should be offered to as any who requests it (to the extent possible), whereas strategic impact litigation requires focusing on a carefully selected range of cases according to certain criteria (due to lack of resources, as well as strategic considerations.)

 

JWB-Migrants is governed by a council formed by its founding members: Association Malienne des Expulsés (AME) of Mali, the Association Mauritanienne des Droits de l’Homme (AMDH) of Mauritania, Comisión Española de Ayuda al Refugiado (CEAR) of Spain, La Cimade of France, Groupe antiraciste d'accompagnement et de défense des étrangers et migrants (GADEM) of Morocco, Nigerian Bar Association (NBA) Human Rights Institute of Nigeria, and Rencontre Africaine pour la Défense des Droits de l’Homme (RADDHO) of Senegal, as well as Open Society Initiative for West Africa (OSIWA) and the West Africa Public Interest Litigation Center (WAPILC) of West Africa which are both West African regional organizations, and International Federation of Human Rights (FIDH) and Migrants Rights International, both international networks.

JOB DESCRIPTION

 

JWB-Migrants is seeking an international coordinator who will work under direction of the JWB council to coordinate the operations of the network. 

 

The international coordinator will:

 

* Oversee all aspects of the work of JWB-Migrants, under direction of the JWB council, to work toward the mission and objectives of JWB Migrants;

 

* Facilitate communication between the JWB-Migrants partners, including through email discussions, organizing of partners’ meetings, phone conferences, video conferences, and/or other means;

 

* Supervise staff, consultants and volunteers;

 

* Manage organizational budget and finances, keep financial records, and prepare required financial reports; 

 

* Work with JWB-Migrants partners to develop strategy and programs, including:

 

* Capacity building activities which could include trainings, production of manuals, other new tools, providing technical assistance in program, legal, financial and other matters;

 

* Programs to increase access to justice for migrants who have suffered rights violations, including through working with JWB-Migrants partners to strengthen legal assistance available in partner countries;

 

* Strategy for conducting strategic litigation in order to combat violations against migrants’ rights, including identifying legal issues for ripe litigation, assessing venues, and seeking cost-effective way to conduct litigation, including exploring possible partnerships with other NGOs, law schools, bar associations, volunteer attorney networks, etc;

 

* Activities to research and document violations of migrants’ rights, including conducting field missions, writing reports, case investigations, etc;

 

* Advocacy activities to push for change in law, policy and practices that violate the rights of migrants, at the national level in Europe and Africa, at the regional level through the EC, EU, AU, ECOWAS, and other relevant bodies, and at the international level through the UN, and any other relevant fora;

 

* Fundraise to support these programs, through various means (grants, events, seek donations by individuals including through online fundraising, etc.); ensure successful implementation of grants and write grant reports;

 

* With JWB-Migrants Partners, draft public materials, including press releases, declarations, statements, articles, reports, institutional materials, etc;

 

* Coordinate communications operations of the network, including email listservs, website, mailings, press lists, etc. 

 

* Coordinate translations through JWB-Migrants Volunteer Translation Network and through paid translators as the budget allows, between English, French, and Spanish, and other languages as necessary;

 

* Other duties as necessary;

 

 

REQUIRED QUALIFICATIONS

 

* Demonstrated commitment to migrants’ rights, human rights, and/or social justice, and demonstrated experience working with social justice movements;

 

* At least 3 years of professional experience, preferably in the area of migrants’ rights;

 

* Experience working in or coordinating civil society networks;

 

* Familiarity with Africa and/or European civil society sector;

 

* Basic computer skills and ability to use Microsoft Word and email. Ability to learn additional online tools;

 

* Ability to supervise staff, consultants, and volunteers;

 

* Ability to supervise and coordinate volunteer and paid translators;

 

* Ability to conduct strategic analysis, develop projects, and oversee implementation in JWB-Migrants objectives (communications, capacity building, legal assistance, strategic litigation, research and documentation, and advocacy);

 

* Highly organized, detail-oriented, and have the ability to handle multiple tasks and meet deadlines;

 

* Ability to function in diverse settings, with diverse actors including activists, migrants, refugees, deportees, attorneys, public officials, civil society groups and networks, and others;

 

* Ability to work independently with remote partners and staff;

 

* Fluency in French or English, and excellent writing and speaking skills in at least one of these languages;

 

 

PREFERRED SKILLS

 

* At least 3 years experience managing civil society projects, organizations or networks, especially transnational networks;

 

* Experience managing a project or organization with a budget of at least $50,000;

 

* Excellent writing and speaking skills in both English and French;

 

* Knowledge of Spanish and Arabic;

 

* Knowledge of human rights and migrants’ rights;

 

* Knowledge of African and European migration policy, and the situation on migrants’ rights;

 

* Knowledge of African legal systems and European legal systems, particularly in the current target countries, and also in potential future target countries;

 

* Knowledge of the human rights protection systems of the EU, AU, ECOWAS, and United Nations;

 

* Experience in capacity building of civil society organizations, including developing and conducting trainings, providing technical assistance, helping organizations develop strategic plans and fundraise, etc;

 

* Law degree;

 

* Experience in legal representation of migrants, especially in detention and deportation cases;

 

* Experience documenting human rights abuses, writing press releases, reports, and other public materials to publicize the abuses, and utilizing these materials for advocacy;

 

* Experience in conducting national, regional and/or international advocacy campaigns, preferably in Europe and Africa;

 

* Experience in planning and conducting strategic impact litigation, at the national and/or regional level;

 

* Experience in event planning and coordination;

 

* Computer skills including knowledge of Word, Excel, Skype, and ability to research, learn and teach new online tools;

 

* Understanding of web design and ability develop web content, and coordinate web maintenance;

 

* Ability to check translations between English and French, and preferably Spanish;

 

 

 

LOCATION :

 

To be determined, based on discussion between the JWB council and finalist candidates.

 

Possible locations include: Abuja or Lagos, Nigeria; Bamako, Mali; Dakar, Senegal; Geneva, Switzerland; Madrid, Spain; Rabat, Morocco; Nouakchott, Mauritania; and Paris, France.

 

 

PROJECTED CONTRACT PERIOD

 

Start approximately August 2011 for one year, with possibility of extension.

 

The first three months will be a trial period.

 

This job is contemplated as full time (40 hours per week), but we will also consider part-time depending on the candidate.

 

 

COMPENSATION

 

US $3500 to $5000 per month for full time, depending on experience and capacity.
