Q: What are the guidelines in CT

A: The CT governor's executive order states that the COVID-19 risk mitigation procedures for youth camps, as published by the Office of Early Childhood, are to be followed by licensed camps and also by youth activities that are exempt from licensing. See https://www.ctoec.org/covid-19/youth-camps-covid-19-faq/ for the youth camps FAQs. See particularly Memo #18.

Operations may begin on June 22, subject to safety and disinfecting protocols, small groups of no more than 10 participants, and any program caring for more than 50 children in one facility must demonstrate sufficient separation of groups within the facility and obtain approval from the OEC. During the discussion, one program said it is going to submit the over-50 child application for approval, because the statements made in the application seem to affirm things that every junior program will need to do anyway. Another program said it believes that the 50 count limit refers to children on premises at any one time, not for the entire program during the day.

In addition, Outdoor Recreation activities, which include kayaking, sailing, canoeing and stand-up paddleboarding, must self certify adherence to the General Business Rules as described here (see the "Sector Rules and Certification for Reopen").
