The 4-phase approach is described in the NY Forward Reopening Guide https://forward.ny.gov/   “Recreation” and “education” were originally in Phase 4, which could be in early-July, based on the Westchester and Long Island starting dates for Phase 1. 

However, Day Camps, and Sports and Recreation are now in the statewide guidelines that apply today regardless of phase https://forward.ny.gov/statewide-guidelines (updated June 18).

All businesses must prepare a safety plan in the format shown here. (thanks to Sara Levin Horseshoe Harbor YC for the tip!) and also read and affirm the guidelines for their specific category of business.  

On June 2 Gov. Cuomo announced that summer day camps may open June 29. He also issued an Executive Order allowing low-risk, outdoor recreational activities and businesses providing such activities to open in regions that have met the public health and safety metrics required for Phase one - full text and links are here.

“Non motorized boat use and rentals...” is currently permitted as a low-risk recreational activity per https://esd.ny.gov/guidance-executive-order-2026  [Sec 13 was updated May 17 to add that info] .

“611620 Sports and Recreation Instruction” seems to be permitted now, with restrictions as described in the NY Forward search tool at https://www.businessexpress.ny.gov/app/nyforward

Here's a good tip from Sara Levin, Jr Sailing co-chair at Horseshoe Harbor YC.

She writes, "I thought you might want to distribute this link to the JSA members in NY. The link provides the safety plan template for opening and running businesses in NY that was discussed on our May 21 call. It may also be used by junior programs planning for this summer. Hope you find it helpful."

NY State update: 
At his May 29 press conference, NY Gov. Cuomo announced that five regions in phase one of reopening, including Central New York, North Country, Mohawk Valley, Finger Lakes, and Southern Tier, are ready for phase two. Phase two includes opening offices, real estate, retail, barbershops and hair salons. But there are restrictions, outlined on the state’s NY Forward website: https://forward.ny.gov/phase-two-industries

On that NY Forward website are links to documents that may be reviewed now for a look ahead to what may be required when junior sailing programs are given the go ahead in a later phase:
- NY Forward Safety Plan template.
- Specific Guideline for each type of business that is permitted in Phase 2, as listed above.

More info was posted by Gov. Cuomo's office later on June 2.
