When you say they pop up when you move among them, do you mean even when
moving with the keyboard? If so, that would explain the menuPopupStart
events. The menus really shouldn't pop up automatically, and if they do,
focus should be set to the menu itself or an item inside that menu.
Having menus pop up automatically is non-standard for keyboard
interaction and would make life extremely difficult for keyboard users.

So it sounds like it's confusing for sub-menus to open automatically when using the keyboard so we're going to need to use different logic between mouse and keyboard interactions like we discussed.
