Ticket 3762 slider handles not restricted properly when set programmatically

Hey all,

Ticket 3762 has had a patch up for a while now.
http://dev.jqueryui.com/ticket/3762. Could one of you please review
the patch that I submitted. I'd like to reconfirm and commit today if
possible. This ticket is marked as a blocker for 1.8.

The fix should be limited to range:true, as specified in the ticket. If range is not true, there should be no restrictions on values relative to one another.
