Cannot add a note and IE8 JavaScript Error

When I clcik on the 'Add note' button, nothing happens except for the
following JavaScript error:

The button does not work with any other browser.
I do have the JQuery plugin installed and I have the notes table. This
is a fresh install of 5.3 stable.
