Bar Chart with Individual Target Line

I am looking to plot a normal bar chart but show a horizontal target line on each bar column. See attached picture for a representation of what I am trying to display.

Does anyone know how to achieve this in jqPlot?

You can have 2series,one with bar render,another one with line render.

The line reder one set showLine:false.
