I do not seem to be able to connect to AIM with any client that uses
Joscar as its transport. I have tried Jclaim and Openfire/Kraken. I
see the same behavior with both. Packet sniffing shows me that after
I send my login information and AIM should respond with a "Close
Connection" packet to redirect me to the new server, it instead sends
a FIN packet. I do not have problems connecting using other clients
such as AIM, Trillian, and Miranda.
I realize this is not a development question, but any suggestions you
might have for how to troubleshoot this or a better place to post this
question would be appreciated.

I solved this issue. Our Fortinet firewall has the ability to inspect
IM traffic for the popular services including AIM. For whatever
reason, when I have the inspection for AIM turned on, Joscar does not
work. I have disabled the inspection and it is now working properly.

That's b/c joscar doesn't mimic aim's protocol. It runs by it's rules, but runs it's own ideas. So some firewalls think it not really aim on that port. Same reason some AIM firewall loggers don't work with joscar.
