cache question

I'm having trouble with one site that is runnning extremly slow.

Unable to install jbeleto (message sent to developer). 

Looking at my cache settings, something doesn't look correct. The drop down meny option beside Cache Handler is blank. whle the config file is set to file (see screenshot). Any idea what have caused this or how to resolve it?

As the tooltip says you need to ensure that the cache folder is writeable - it might not even be there ;)
