Vagrant up doesn't work on subsequent vagrant ups

I'm installed Virtual Box and Vagrant on Windows 10 then followed the instructions as described to install.  The first time it works just fine.  But on subsequent vagrant ups I can no longer go to joomla.box anymore.  Seems it gets stopped at the password step.

What do you mean with stopped at the password step ? Which password step would that be ?
