The directories should be 755. The NinjaXplorer tool can do this for
you.

This is a hosting issue. I had this problem when I first started
hosting, the two main issues that result in the problems you see are
permissions and ownership. In my hosting environment "nobody" owns
the install. Also check out the suexec (I think that is the name).

Dumb question... Why are you not using a commercial service that is
set up for Joomla hosting? They take all the server stuff our of the
equation - so you can focus on the Joomla side.
