CAPTCHA for 1.5.15 not working

Greetings

I am using Jommla 1.5.15. I have installed the JCaptcha
JC45_Inst_JCaptha451 file as well as the
JC45_Patch_Joomla1.5.15_for_JCapthca_rev2.1 file patch. Nothing shows
up, yet when you fill out the form it says the wrong CAPTCHA codes
have been entered.

I've followed the example parameters from the sample page and nothing
works.

I've notice many post concerning this yet no one provides a solution.
Has anyone found a solution to this problem yet?
