Sounds great to me - how do we apply this? As in, should we just include this with the emails we send out when passing out addresses?

If we add it to the CoC page on docs.joomla.org I can email everyone with *.joomla.org emails the update to the CoC. I think having this as part of the CoC is most appropriate.
