I'm not in favor of only approving 1.5 projects, simply because people
only state there project name and description when they register. Hardly
no versions mentioned, which would mean we had to reject a lot, and let
them re-register with a version number. And as whats been previously
said, it is a repository, no advertising etc so don't see another
problem allowing for the 1.0 projects.
