That ref is next to "
(magic quotes off)" not the minimum php version ... that infers the note is about magic quotes. Even if the newbie reads the note it is ambiguous ... it can be read to mean that J3.5 will not run on lower than php 7. Because the first sentence refers to the note says about the minimum requirements of J3.0 to J3.3, then the next sentence refers to J3.5
It is only because we know that J3.4.x wont work with php 7 that we (take by inference) that "Joomla! versions 3.5 and later are compatible with PHP 7" means "Only Joomla! versions 3.5 and later are compatible with PHP 7". There is nothing in the table or wording to indicate (to the unknowing newbie) that versions of Joomla below 3.5 will not work with php 7.
