New template for phpDocumentor

Hi All,

As promised, I've just committed my first attempt at a frameless
Joomla!-style phpDocumentor template. Please feel free to have fun with
it, amend it, or ignore it, as you please! You will need to add
HTML:Smarty:joomla to your list of output formats to run it.

It's not complete. In particular note:

1. It works okay with Firefox, but looks rubbish in MSIE.
2. It uses static menus because I haven't got the collapsing menus to
work yet (though I can't see any real reason why it can't be done).
