To my knowledge, no. So far we're relying on small CLI Apps that are supposed to run trough cron jobs. This has the big advantage that we don't slow down the request for some users. PHP also allows you to set less restrictions regarding runtime and memory consumption for CLI scripts.

I've been working on a rather fancy scheduler that is built off JDaemon. It is basically its own cron system that runs as a daemon and periodically forks off to run jobs. I'm not sure if this is the same route that you're going down. Hopefully this is something we will be able to offer for 12.1.

yes my need is some things to allows & manage  & schedule job/task  independetly from the o.s. (ie something like to manage different DBMS)

i'm imaging a cockpit (on a web app/cms) to manage job/task 
cause not all users if on linux o.s are able to do proper settings on cpanel for schedule job  the same for users  on a windows or mac o.s
