This is a great question for http://forum.joomla.org/ . This list is more for development questions. 

That said, I'd check out http://ninjaforge.com/extensions/ninjaboard (my personal recommendation) or Kunena or Agora at http://extensions.joomla.org/extensions/communication/forum
