JLIB_APPLICATION_ERROR_COMPONENT_NOT_LOADING error occuring in joomla 2.5

my website is in joomla2.5

and when i'm loading site first time, above error is appearing on top side of webpage

and if i refreshed page again it is disappearing.

what can be the cause?
