Input Filter

Hi,

As everyone probably knows, the input filter parameters are not
currently working, so all html everywhere is getting stripped. I did a
little digging and the first thing I found was that the config options
were not being saved. It was easy enough to get them to save by
adding the parameters to article.xml. However, even saved they still
don't seem to be working.

I wanted to raise the question of why the filters are being set in the
content manager. They apply globally where users are creating content
(for example in weblinks descriptions). Why aren't they set in the
global configuration?
