Front end Mod_menu

I noticed (and Andrea confirmed for me) that mod_menu is not now in
the list of front end modules that be created in the module manager.
Looking in #__extensions mod_menu seems to have been changed to a
client=1 protected=0 module at some point which is obviously a problem
on a number of levels. And webmasters do like their front end
menus. :)
I'm happy to make a patch to put it back, but now we have a mod_menu
in the admin. So is it ok to have the same name twice if the clients
are different?

The Mod_menu isn't the only that isn't in the list of modules, they
also forgot the Mod_login, Mod_users_latest and Mod_footer.
I Think there's no problem in put 2 Modules with diferent `client`.

Thanks! Mod_users_latest is still a work in progress, but you can
install it with discover.
