utf8_strpos error after sample data sql script used

Hi,

I have posted in the alpha2 release post, after running the install
sql script it is OK but after running the sample sql script (Manually
with phpMy Admin) it fails as below (Using Rev 13746):

Fatal error: Call to undefined function utf8_strpos() in C:\xampp
\htdocs\j16\libraries\joomla\utilities\string.php on line 59
