Language Freeze for Joomla 3.8.6

This is an announcement that languages are now frozen for Joomla 3.8.6, which is slated to be released on 2018-03-06 (see also https://github.com/joomla/joomla-cms/milestone/31)

Typo: March 6th is the date. Hope it will be an RC and not the stable release.

2018-03-06 is the 6th March when using the english (Year-Month-Day) notation.

Anyway, RC has been released now and stable has been postponed to 13th March (2018-03-13)
