A response to concerns about safety implications of a trail:
The more a park, street or trail is used, the more familiar people
become with it and its regulars, and the safer it becomes. Baltimore
City has some real gems. From my experience in Cylburn, this is the
last place maldoers will go to hang out, because it is enjoyed (and
maintained) by many of our citizens. The fact that Northern Parkway
divides pedestrians and bicyclists in Mt. Washington from this park is
a detriment to our community, that would be somewhat ameliorated by
having a safe bridge crossing. The southern side of the parkway is
underutilized because of the divide - the Cylburn woods are a
wildflower paradise in spring and a cool refuge in summer that now
requires a car to access. We will go with the kids there more often
when there is a trail.
Urban areas such as Boston have dealt with this question, and paved
trails with urban access points are welcomed by the residents of
Lexington and Concord.
