There is no option in the installer to "Repair" or "Change" and installation so I thought I'd download Emby to a USB drive and rerun setup. Given that HTPCs need to be connected to the Internet for guide info to populate I understand why Emby uses an online installer, maybe the better option is to have that "Repair" "Change" or "Modify" option added to the installer.
I was looking for one too. My reasoning for this is the troublesome firewall configuration as I've set Windows' firewall to block unknown outgoing connections too. To actually allow the installer to finish I had to create a few rules for the firewall:
I just want to install it now, and an offline installer would help, but I need to sort this problem out moving forwards. Anyone any idea why it is doing this? I'm not experienced with Windows server OS's so I suspect there's something special I have to do
I need this as well as I do not have internet access at home. So I have an emby server on my laptop at work and the other on my mac at home. I would usually just tether to my phone, but currently waiting on network operator to make signal good enough to actually get online first. (Live out in the bush. hahaha).
However, as there are several dependencies packages that are required by openssh-server you will probably want to download all of them too.
To do it execute this instead: sudo apt-get build-dep --download-only --reinstall -o dir::cache= openssh-server. where is where you want the downloaded dependencies to be saved.

I'm having this same issue with Solarwinds-Orion-HotFix-2018.2-OfflineInstaller.exe. In this case the server HAS an internet connection (I can get to all the SW pages, etc.) but still cries that it needs an Internet connection.
Before I try /notests to see if it works, after the point where the installer does the checks, is there one more click available to start the installer? I'd like to see if the switch works today as a preflight check, but don't have approval for installation today. I don't want to run this just for preflight check and have it just start the installation if run with /notests. Thanks.
Just to confirm I today had the same issue with the Offline installer coming up telling me I didn't have internet access and to download the offline installer. This was a customer upgrade, who were going from NPM12.0 to NPM12.3. As they didn't have Svr 2016 I couldn't use the Online installer as it takes you to 12.4. Even the linked OfflineInstaller downloads 12.4.
I downloaded the 12.3 Offline installer, and ran it with /notests - This worked correctly, and it still gave me the option to select the NTA Version (Go to NTA4.4 or stay on NTA 4.2.3) and it also warned me about WPM Players and Domain Account, but otherwise seemed to work fine.
While the notests flag will work, there is a good chance that you will have issues later. I found out from support that this happens when files are prereqs missing as part of the installer. If you contact support they will help you find what components are missing. In my case it was sqlcli_x64 and sqlcli_x86.

I've been looking around the web on how to download SQL serer 2019 Developer edition. Currently, on the Microsoft site they only have the 2022 version, so I was wondering how one can download older versions.I stupidly did not get download the offline installer last time
The reason why we want to do it offline is to be able to pick whichever version we have and place it in our depot, from where we would then deploy to other on-prem servers. But having redhat resolve missing dependencies can be advantageous. Alternatively we will have to download all those RPMs instead, which may be different on every version.
