Talk data import now uses CSV

Hi All

I have replaced the import facility for uploading talk data for an
event. Previously this was XML, it was hairy and scary and I
struggled with it myself when I added the data for DPC10. We've also
had a few bugs reported with it and on the roadmap for some time was
the requirement to add support for CSV data upload - so that "normal
people" could also upload data.

So - there is new import functionality, if you are an events organiser
or you have any kind of sample data lying around, it would be
*fantastic* if you could play around with this on test and let me know
what you think. If you need someone with admin access to create you
an event or give you access to one just drop me a mail and I can do
this (only site and event admins see the import functionality)
