Idea: User becomes "comment only" after rating

Okay, here's an idea I wanted to get feedback on from you folks - right now, once a user has commented, that's is - they can't interact with the post at all. Their comment and rating are added into the mix and added into the sum. I was thinking, though, that this limits anyone wanting to openly have a discussion with other people and their comments and that opening this up a bit more might help the community side of things.

So, I'm proposing this - for logged in users (anonymous ones wouldn't get this) once they've rated a session, they can post additional comments without having to include a rating. This still keeps the one rating per user that we have now, but lets people interact more freely.

What do you all think? Would this be something that might be useful?
