Updated Dev VM

Hello

We've had a few problems with the VM that we use for development lately, first of all we upgraded the live server (and promptly started using the PHP 5.5 features of course!) and then the box that we were building on went offline.

I've just merged a pull request from Akrabat who has replaced the box with a newer debian one (the live server is debian) and also put upgraded PHP on it.  If you're not using the development platform already or if you've had issues with it, try again please, it's here:  https://github.com/joindin/joindin-vm

If you are already using it then please do:

 - vagrant destroy

 - vagrant up

This will not throw away your other code repos that live in the same directory, but will rebuild your VM (Pro tip: check your other repositories are up to date and on master branches.  Yes I broke something!)
