Downloading Picasa for Joga is always partial

When I try to download from http://www.joga.com/Picasa.aspx using
Firefox, it always quits at 3MB of the 4.6MB. The resulting picasa.exe
doesn't run. I have successfully downloaded and installed the standard
version of Picasa from http://picasa.google.com/.

I also tried to go to http://www.joga.com/Picasa.aspx, but the Google
account logon tells me "Your browser's cookie functionality is turned
off. Please turn it on.". No matter how I set the cookie options and
even specifically allow cookies for google.com and joga.com I keep
getting this message.
