NEA seeks a Director of Financial and Membership Services (FMS) to
oversee the business operations of the organization in a manner that
supports its changing needs and priorities and ensures efficient and
effective infrastructure for good fiscal management, innovative
technology, and best human capital practices. The Director will
report to the Senior Director of the Center for Business Operations,
will manage and direct a staff of 27 Financial and Membership
professionals, and will handle all aspects of Financial and Membership
operations.

Responsibilities:
• Directs the personnel, resources allocation decisions and strategic
planning for the Financial and Membership Services department.
• Ensures compliance with applicable federal and state tax laws,
Internal Revenue Service (IRS) and Department of Labor (DOL)
regulations and reporting requirements. Responsible for interim and
final year-end financial statement preparation in conformance with
Generally Accepted Accounting Principles (GAAP) and fiscal
pronouncements specific to non-profits. Provides cash flow management
and financial forecasting. Stays informed of all applicable changes
to accounting practices and implement changes as required.
Continuously develops, refines, and enforces the organization’s
internal financial policies and procedures.
• Coordinates audit preparation activities and serves as liaison to
the Internal Auditor. Works closely with the Human Resources
Department in the development of personnel benefits cost projections
and strategic planning and reporting. Provides accounting services
for the employee benefit plans.
• Provides financial expertise on budgetary, accounting and regulatory
compliance matters to the Center for Business Operations, to
Management and Governance, and to State Affiliates.
• Ensures data integrity and maintenance of financial and membership
systems; provides internal controls for receipts of revenue,
authorized expenditures and adherence to approved budgets.
• Enhances the financial and economic knowledge and skills of both NEA
and Affiliate staff, management, and leaders through efficient
delivery of training and mentoring.
• Provides direct technical and managerial support for NEA Financial
Oversight Committees and other Affiliates with Business Management
vacancies. Provides focused assistance to Affiliates for business
management, Information Technology (IT) and membership positions.
• Provides ongoing support for NEA and Affiliates through the
deployment of Association business systems and software applications.
Maintains the financial and membership software applications at a
level to meet the evolving business needs of NEA and its affiliates.

Qualifications:
• Bachelor’s degree, with business, accounting, or finance major required.
• Certified Public Accountant (CPA), Certified Management Accountant
(CMA), or Certified Internal Auditor (CIA) required.
• Relevant graduate degree preferred.

• At least seven years of NEA state association or equivalent
experience required; five (5) or more years of which must be in
financial management, including substantial and progressive experience
in analysis, forecasting and planning.
• At least three years of executive level and not-for profit
organizational experience preferred.
• Proven ability to lead a diverse team of professionals to achieve
organizational objectives.
• Demonstrated ability to seek innovative approaches to process
management and to lead staff.
• Analytical skills and experience implementing business policies and
processes necessary to support the organization’s strategic objective.
• Effective skills in supervision, decision-making, oral/written
communications, policy analysis, interpersonal relations, team
building, and collaboration. .
