This position is open to current members or employees of the Office of the Adjutant General, North Dakota National Guard and Air National Guard

Summary of Work

This position provides support for emergency and disaster response for the Department of Emergency Services under the Office of Adjutant General. This position is located in the Planning Section of the NDDES Division of Homeland Security. Responsibilities include, but are not limited to the following:

  • Assist with providing technical assistance to local and tribal governments to develop and/or revise Multi-Hazard Mitigation Plans (MHMPs) and other planning initiatives. This includes attending local and tribal planning meetings, supporting the outreach initiatives, and providing planning guidance to contractors and/or local and tribal representatives to ensure plans meet or exceed federal requirements. Assist with the implementation of the Program Administration by State (PAS) Pilot Program by reviewing local and tribal MHMPs using FEMA Mitigation Plan Checklists to ensure all plans meet or exceed federal requirements and can be approved by the State under PAS program authorities.
  • Support efforts to revise the state’s enhanced multi-hazard mitigation plan by: 1) Coordinating planning public and private partners who comprise the State Hazard Mitigation Team; 2) Identifying the state’s hazards and threats; 3) Collaborating on assessing risk and vulnerabilities to these hazards and threats; 4) Assisting with development of viable mitigation strategies; 5) Identifying and pursuing integration opportunities; 6)Ensuring the plan remains viable and applicable to the state’s needs; 7)Tracking progress on mitigation strategies through periodic reports; 8) Continually evaluating authorities, capabilities and shortfalls in resources; and 9) Evaluating each incident for enactment of potential mitigation measures.
  • Assist with developing federal disaster declaration assistance requests, and coordinate with public and private partners to address response and recovery issues/concerns.
  • Support the State Individual Assistance Officer, the ND Department of Human Services Risk Manager/Disaster Preparedness Administrator, ND Voluntary Organizations Active in Disaster (NDVOAD), and other local, tribal private, state, and federal partners to identify unmet needs and assist with long-term recovery operations.
  • Support enactment of the state’s recovery strategy by assisting with efforts to align the state recovery plan with the State Emergency Operations plan construct and principles of the National Disaster Recovery Framework; and serving as the Deputy Planning Chief for the State Recovery Multi-Agency Coordination Center.
  • Assist the NDDES Emergency Management Accreditation Program (EMAP) Accreditation Manager by evaluating and developing strategies to ensure compliance with all EMAP mitigation and other standards as assigned.
  • Perform and coordinate information and intelligence collection, analysis and dissemination of activities on a daily basis, focused primarily on natural and technological hazards under the guidance of the Planning Section Chief.
  • Support coordination of state response to emergencies and disasters based on the ND State Emergency Operations Plan (SEOP) and its accompanying documents.
  • Serve as a planner and support development and revisions of the SEOP and its accompanying documents in coordination with more than 50 state agencies.
  • Provide technical, operational and planning assistance to local and tribal governments.
  • Support and facilitate development of training, exercise and evaluation programs and operational guidance for State Emergency Operations Center (SEOC) staff.
  • Support the Planning Section of the SEOC Unified Command with plan development, maintenance of situational awareness, development of a Common Operating Picture (COP), and dissemination of incident documentation.
  • Conduct presentations and briefings as required.
  • Serve as a 24/7 duty officer on a rotating basis to coordinate assistance in response to emergencies and disasters and assist with operations.
  • Support the Planning Section requirements as directed by the Planning Section Chief.
  • Must possess a high degree of written communication skills.
  • Knowledgeable in Microsoft Office software.
  • Perform additional duties as required or assigned.
  • In-state and out-of-state travel is required.
  • Extra hours may be required during emergency operations and travel.

Minimum Qualifications

Requires a Bachelor’s degree and one year of professional work experience in emergency management, education, public or business administration, operational planning, or research. Additional work experience, as described above, may substitute for the education requirement on a year-for-year basis. Successful completion of the interview process, reference checks and background investigation.
