Overview

We are seeking an experienced Enterprise Architect 3 to support the CAPPS (Centralized Accounting and Payroll/Personnel System) Program for a large public-sector organization in Texas. The ideal candidate will provide strategic technology leadership, oversee enterprise architecture initiatives, manage technical operations, and support mission-critical financial and HR systems.

This role requires deep expertise in enterprise architecture, PeopleSoft technologies, CAPPS production support, IT operations, vendor management, and large-scale government technology environments.

Key Responsibilities:-

Enterprise Architecture & Strategy
Define and manage enterprise technology vision and roadmap
Ensure architecture standards, integration patterns, security policies, and cloud best practices are followed
Review and approve technical solutions and system designs
Lead modernization, digital transformation, and cloud migration initiatives
Identify architectural risks, scalability concerns, and legacy system constraints
Collaborate with business teams, developers, analysts, security teams, and vendors

Technical Operations Management:-

Manage and oversee CAPPS Technology Operations
Lead technical decision-making and serve as escalation point for critical issues
Assign work based on team priorities and strengths
Monitor project delivery, quality standards, and operational performance
Support troubleshooting, testing, deployment, and infrastructure activities
Coordinate technical activities across internal teams, agencies, and vendors
Compliance & Governance
Ensure compliance with WCAG 2.1 accessibility standards
Support IT security, audit, compliance, and disaster recovery initiatives
Maintain architecture, integration, and change management documentation
Support SLA management, system monitoring, and application governance
Participate in procurement activities and technical evaluations
Service Desk & Vendor Management
Oversee CAPPS Service Desk operations and administration
Manage outsourced technical teams and Managed Services providers
Ensure vendors meet contractual and operational obligations
Prepare executive-level reports, presentations, and status updates
 

Required Qualifications:-

20+ years of Texas public sector experience supporting state government agencies
20+ years of technical experience supporting enterprise application systems
20+ years of experience developing strategic technology roadmaps
10+ years managing outsourced technical teams and Managed Services providers
10+ years of technical project management experience
10+ years of executive presentation and stakeholder communication experience
Strong understanding of IT security, SDLC, data integration, and data quality practices
Experience interpreting and enforcing contractual and vendor management processes
 

Extensive experience with:

PeopleSoft FSCM or HCM 9.2
PeopleTools
PeopleCode
Application Designer
SQL
PS Query
SQR
Application Engine
Oracle 11g or higher
Experience supporting CAPPS Central production environments across multiple agencies
Knowledge of ITIL methodologies and IT service desk operations
Preferred Qualifications
Experience with software and hardware management best practices
Experience supporting CPA legacy Statewide Financial Systems
Experience developing technical specifications for IT procurements
Additional Information
