Overview
We are
seeking an experienced Business Analyst III to support enterprise application
and licensing system initiatives within a state government environment. The
ideal candidate will have strong experience in business analysis, Agile
methodologies, QA/testing, user story development, and stakeholder
collaboration.
This role
requires close interaction with business users, technical teams, and vendors to
improve business processes, support system enhancements, and ensure successful
delivery of software solutions.
Key
Responsibilities
- Gather, analyze, and document business and
system requirements
- Translate business needs into Agile user
stories and acceptance criteria
- Participate in Agile ceremonies including
sprint planning, refinement, standups, and retrospectives
- Perform manual QA testing and validate
system functionality
- Develop and review test cases, test plans,
and defect reports
- Analyze business processes and identify
automation opportunities
- Troubleshoot application and system issues
and recommend solutions
- Coordinate with vendors, contractors, and
internal stakeholders
- Review project deliverables including:
- project charters
- design documents
- risk assessments
- test plans
- Create training materials and conduct user
training sessions
- Support deployment, change management, and
process improvement activities
Required
Skills & Experience
- 8+ years of QA consultation or oversight
experience
- 3+ years of senior-level Business Analysis
experience
- Strong experience with:
- Agile/Scrum methodologies
- User story creation
- Sprint planning and backlog refinement
- Jira, Azure DevOps, or similar tools
- Manual testing and QA processes
- Business process analysis and automation
- Vendor coordination and stakeholder
management
- Experience reviewing complex project
documentation
- Strong communication, documentation, and
analytical skills
- Ability to work independently with minimal
supervision
Preferred
Qualifications
- Experience with licensing or regulatory
systems
- Previous experience supporting Texas state
agencies or government environments
- Experience conducting end-user training and
change management activities
