We are seeking a Senior Business Analyst (Business Analyst 3) to support a high-impact data analytics and reporting platform (SHARP) for the Texas Health and Human Services Commission.
This role is a hybrid of Business Analysis, Data Analysis, Project Management, and Scrum Master responsibilities, requiring a highly experienced professional who can lead projects, manage stakeholders, and drive Agile delivery.
🎯 Key Responsibilities
- Act as a liaison between business stakeholders and IT teams
- Gather, analyze, and document business and technical requirements
- Perform data analysis on large datasets to support reporting and decision-making
- Lead Agile ceremonies (stand-ups, sprint planning, retrospectives) as a Scrum Master
- Manage project scope, timelines, budget, and risks
- Coordinate across internal teams, vendors, and program stakeholders
- Develop process improvements and business process reengineering strategies
- Prepare documentation including functional specs, workflows, and user stories
- Provide status reporting and project updates to leadership
🧠 Required Qualifications
- 8+ years of experience in:
- Business Analysis
- Project Management
- Agile/Scrum environments
- Enterprise-level data management projects
- Strong experience working as a bridge between business and IT teams
- Proven ability to manage complex, cross-functional projects
- Experience with requirements gathering, process mapping, and solution design
- Excellent communication and stakeholder management skills
⭐ Preferred Qualifications
- Experience with Jira or similar project management tools
- Background in Data Analysis and Quality Assurance
- Experience working with state or federal government projects
- Knowledge of Texas Project Delivery Framework (TPDF)
- Certifications such as:
- Certified Scrum Master (CSM)
- PMI-ACP or PMP
