Role
Summary
The
Program Manager 3 will work directly with the Chief Operating Officer (COO) to
lead modernization initiatives across Procurement and Contracting Services
(PCS) and System Support Services (SSS). The role focuses on driving process
improvements, implementing automation and AI solutions, and ensuring consistent
execution of large-scale, cross-divisional programs.
Key
Responsibilities
- Lead and manage modernization initiatives involving
automation and AI across PCS and SSS divisions.
- Design and implement projects to simplify and
streamline complex business processes.
- Facilitate collaboration and consensus among
cross-functional and cross-divisional stakeholders.
- Establish and maintain standardized project management
practices, templates, and reporting.
- Develop clear project plans with defined milestones,
risks, and dependencies.
- Monitor project progress, ensure quality delivery, and
adjust strategies as needed.
- Track and report key performance metrics including
efficiency, cycle time, compliance, and stakeholder satisfaction.
- Ensure compliance with data governance, security, and
ethical AI standards.
- Prepare and present status reports, risks, and outcomes
to senior leadership and the COO.
- Mentor interns and early-career professionals assigned
to project teams.
Required
Qualifications
- Minimum 8 years of IT program management experience.
- Experience managing complex, multi-year programs with
budgets of $10M or more.
- Strong command of PMO standards, stage-gate reviews,
and executive reporting.
- Hands-on experience with AI, automation tools, and
process improvement methodologies (Lean Six Sigma).
- Proven ability to manage multiple competing priorities
and facilitate conflict resolution.
- Strong written and verbal communication skills with
ability to present technical concepts in business terms.
- Proficiency with Microsoft Project, Microsoft Office,
and Visio.
- Ability to translate organizational strategy into
actionable program plans.
Preferred
Qualifications
- Experience working with senior leaders and executive
stakeholders.
- Strong negotiation and influence skills across IT and
business teams.
- Experience operating in fast-changing or ambiguous
environments.
- Data-driven reporting and KPI development experience.
- Experience building executive dashboards using PowerBI
or Tableau.
- Prior experience supporting C-suite or executive
sponsors.
