Job Description:

Customer  is seeking a consultant with deep industry knowledge and executive experience to develop a roadmap for building IT innovation capacity over the short and medium term. The roadmap should be developed after analysis and discussion with relevant stakeholders, including IT managers and business leads.

  • In brief, the department is challenged to support, upgrade and build resilience for an array of technology platforms that underpin critical public services, while at the same time, the organization’s 30-plus business lines are interested in implementing new services. The organization serves more than 1 million residents who are highly aware of what is possible in terms of technology-driven service delivery.
  • While we recognize that the model has shortcomings, discussions to date about building innovation capacity among the  executives and senior managers have centered on the Gartner bimodal model. This should serve as a starting point for the project, but not exclusively define the framework for the development of the deliverable.
  • The work should occur in two parts: (1) an Assessment Phase of learning and analysis, including onsite consultation and interviews, and (2) Plan phase, in the form of a deliverable that includes an assessment and roadmap of recommendations, which the organization can use as a guide over the next three years.
  • The deliverable should include any pertinent analysis, but at a minimum address the following areas of concern:
  • In light of a rapidly changing industry, what does  IT need to consider in order to become more agile, adaptable and innovative?

What have other peer organizations had success in this area?

  •  $1.618 billion operating budget; 8,340 FTE
  • IT  approx. $100 million budget; approx. 400 FTE

What core competencies are consistently identified by our staff?

What areas should we consider culling in order to focus on our strengths?

Where are strategies we can employ in order to reduce costs over the long term?

What changes do you recommend to roles and responsibilities in order to accomplish the above, especially in the areas of:

    • enterprise architecture
    • operations
    • development
    • project management


    Required Skills

  • Deep knowledge and experience (executive level) of IT within a large (preferably public sector) organization
  • Strategic planning experience
  • Understanding of Gartner models
