Jobber 1.3.1 Released

This release includes a minor bugfix.  If you have seen Jobber emit "/var/jobber/0/cmd.sock: connect: connection refused", please read on.

Jobber 1.3 is stricter about the permissions of the jobfile: it won't work if the 'group' or 'other' permission bits include 'write'.  The bug is that Jobber does not tell the user what the problem is when this happens.

To be clear, even if you upgrade, you still need to ensure that your jobfile isn't writable by 'group' or 'other'.
