Six new Short Term Positions --- for USAID-OTI Proposed Project!

Hello everyone,

I am accepting applications for six (6) new positions. The positions are for The Mitchell Group (TMG), a an international development consulting firm based in Washington, DC, to provide adaptable short-term monitoring and evaluation services for USAID/OTI. Please note, this opportunity is in the pre-proposal stage and will only be considered for the proposal stage and successful award of the contract.

Each position will involve multiple Short Term assignments (STTAs), of various length, to be completed during June 2019 – June 2020. USAID/OTI programs use small activities to target assistance and to pilot varied approaches that can be adapted as the political environment changes or as USAID/OTI’s understanding of contextual dynamics improves. By using small activities, USAID/OTI is able to experiment and employ untested theories of change through activities, use ongoing monitoring and evaluation to assess immediate results, and then adapt programming accordingly. If selected, applicant will deliver monitoring and evaluation and support services within the conflict prevention and resolution, democracy and governance, countering violent extremism, and media and communications sectors.

3. Short-Term Strategic Communications/Media Specialist, based in Europe 
4. Evaluation Methods Specialist#1 - based in Eastern Europe 
5. Evaluation Methods Specialist#2 - based in in Central Africa/Lake Chad Basin region 
6. Youth/Countering Violent Extremism (CVE) Specialist - based in Central Africa/Lake Chad Basin region

Details: 
The client has programs throughout the world, and new programs will be started throughout this Task Order. As relevant for a given activity and security permitting, the candidate shall be expected to travel to all locations where USAID/OTI develops and implements its activities. Expectations for travel will be communicated in each activity SOW. The location within the work region will be determined at the time of Assignment. 
Anticipated Start Date: TBD 
Period of Performance: June 2019 – June 2020

Required Application Materials: 
• CV in English

• Three (3) professional references 
• A separate form/letter stating;

1.Geographic experience (regions and countries);
2.Background and years of experience in Strategic Communications and Media
3.Expertise in each sector (and ranked according to expertise if the applicant possess experience in multiple sector): conflict prevention and resolution, democracy and governance, countering violent extremism, and media and communications sectors.
4.Year and experience developing country programs and projects, designing and implementing performance measurement and evaluation systems for management decision-making, designing research framework for applied evaluation studies, implementing developmental, formative and summative evaluation studies, and preparing the application of both qualitative and quantitative evaluation methods.
