Greetings again,

I announced this short-term assignment a few days ago along with 5 other short-term assignments for the same USAID/OTI-funded project. The short-term assignments will provide adaptable short-term monitoring and evaluation services for USAID/OTI. This opportunity, Communications/Media Specialist, is in the pre-proposal stage and will only be considered for the proposal stage and successful award of the contract.

Start date: TBD, Period of Performance: Position involves various STTAs to be completed during June 2019 – June 2020

The Mitchell Group (TMG), an international development consulting firm based in Washington, DC, is currently seeking applications from qualified Strategic Communications/Media Specialist candidates to provide adaptable short-term monitoring and evaluation services for USAID/OTI. Please note, this opportunity is in the pre-proposal stage and will only be considered for the proposal stage and successful award of the contract.

The purpose of this activity is to provide adaptable short-term monitoring and evaluation services in response to rapid programs implementation in complex environment; often with incomplete information. USAID/OTI primarily implements its programming through small, “quick-impact” activities that are intended to address specific opportunities or challenges based on the program’s theory of change. USAID/OTI programs use small activities to target assistance and to pilot varied approaches that can be adapted as the political environment changes or as USAID/OTI’s understanding of contextual dynamics improves. By using small activities, USAID/OTI is able to experiment and employ untested theories of change through activities, use ongoing monitoring and evaluation to assess immediate results, and then adapt programming accordingly.

If selected, applicant will deliver monitoring and evaluation and support services within the conflict prevention and resolution, democracy and governance, countering violent extremism, and media and communications sectors.

Responsibilities: 
The Strategic Communications/Media Specialist should possess practical evaluation experience evaluating flexible development programs in transition environments.

The Strategic Communications/Media Specialist will report to the Evaluation Team Lead, who serves as the main contact with USAID/OTI. The Strategic Communications/Media Specialist will serve as the evaluation technical specialist and may be asked to conduct any of the following:

● Provide technical inputs related to media and strategic communications to evaluation team 
● Draft technical sections of evaluation report relating to media and strategic communications where necessary

Minimum Required Qualifications: 
● A minimum of a Master's degree in Communications; Media Relations; Strategic Communications, International Development, Democracy and Governance, Applied Research or related fields. 
● Minimum eight (8) years progressive international experience in designing, monitoring and evaluating programs, systems, and processes and programs abroad. 
● International experience in monitoring and evaluation systems and processes and programs in Eastern Europe or similar settings. 
● Expert knowledge of and/or experience working in any combination of the following sectors: 1.) Monitoring and Evaluation (M&E); 2.) Strategic Communications and Media. 
● Skills in quantitative and qualitative evaluation design and methods preferred 
● Experience in complex environments, conflict or post-conflict preferred 
● Fluent in English (required); proficient in local Eastern European languages (desired.) 
● Excellent writing and communication skills

Skills: 
● Ability to work positively in a diverse work environment and under difficult environmental conditions 
● Strong critical thinking skills, organizational skills and ability to prioritize appropriately 
● Strong understanding of the principles and processes of M&E, democracy and governance; and communications particularly in relation to USAID programming 
● Strong diplomatic and interpersonal skills 
● Strong demonstrated reporting skills 
● Excellent writing skills and ability to communicate complex concepts in a clear and simple manner

Location: TBD 
The client has programs throughout the world, and new programs will be started throughout this Task Order. As relevant for a given activity and security permitting, the candidate will be expected to travel to all locations where USAID/OTI develops and implements its activities. Expectations for travel will be communicated in each activity SOW.

Period of Performance: June 2019 – June 2020

2.Background and years of experience in Strategic Communications and Media
3.Expertise in each sector (and ranked according to expertise if the applicant possess experience in multiple sector): conflict prevention and resolution, democracy and governance, countering violent extremism, and media and communications sectors.
4.Years and experience developing country programs and projects, designing and implementing performance measurement and evaluation systems for management decision-making, designing research framework for applied evaluation studies, implementing developmental, formative and summative evaluation studies, and preparing the application of both qualitative and quantitative evaluation methods.
