Touchless Hangouts doesn't work.

I bought tasker, autonotification, autovoice, autoinput, autocontace, and the hangouts project.

When I run it reads the variable rather than the contents.  For example, when it should say %antitle it says 'percent an title' rather than the content of the variable.  Any suggestions?

That means it is a empty variable.

I have a Hangouts message in my notifications right now.  I open the Touchless Hangouts project then open the task for the Touchless Hangouts profile and run it.  As it goes through each step when it gets to the first Say command step #4 it says "Hangout from percent an title percent an text say reply or dismiss".

Does it only work if the notification is received after the task is enabled or would it pick up on ones already in the notification bar when the profile was added maybe?

It only works when the notification is actually received :)

If you run it through Tasker directly all the variables won't have any actual values and you get the behaviour you're seeing.
