This was probably more than just being too expensive. He was obsessed
trying to pin the crime on Paradiso. He falsified evidence and did try
to get an indictment. If an indictment came down in this case Paradiso
and defense attorneys would have had had access to information. That's
not to say they would have gotten it, but it would have made things
more visible and the press might have challenged more. Higher ups
didn't want an indictment in this case. It allowed them to do just
what they are doing today, hide behind this as an open case and deny
any acccess to the real records and facts. They continue to support
very false allegations that have damaged people's lives.
