Next Release (5.19.0)

There is no urgency to this request, but I know generally you cut releases when asked.

I've finally got around to some PRs I've wanted to commit for a while.  More importantly there is a request to support the latest OpenBSD version (they release approximately every 6 months).  There's actually an upcoming OpenBSD version expected May 19, (or when it's ready).  I'm aware this release fixes some long-dormant issues that Mythos found so will probably get wide aoption.

So this is a polite request for a new JNA release shortly after the OpenBSD 7.9 release, a week or two away.

One side benefit of this is that OpenBSD supports JDK 25 starting at 7.8, so this upgrade allows a clean migration path to FFM for OpenBSD users and they may not bug you again ;)
