I have:
1. Restarted the PC
2. Remove and re-add the install manager
3. Restart Jmeter numerous times

I've just tried to reproduce the issue with next 5 commands and everything works fine for me:
wget
https://archive.apache.org/dist/jmeter/binaries/apache-jmeter-5.6.3.tgz
tar
xf apache-jmeter-5.6.3.tgz
wget

https://jmeter-plugins.org/get/
-O lib/ext/jmeter-plugins-manager.jar
wget

https://repo1.maven.org/maven2/kg/apc/cmdrunner/2.3/cmdrunner-2.3.jar
-P lib/
java
-cp lib/ext/jmeter-plugins-manager.jar org.jmeterplugins.repository.PluginManagerCMDInstaller
./bin/jmeter.sh
In order to better help you we need:
JMeter version
Java version
Operating system version
jmeter.log
file, preferably with DEBUG log level enabled, see

for more details on how to enable this

I removed it altogether and reinstall and it worked
