Jmeter plugin manager is not showing any plugins to install

I have placed jmeter-plugins-manager.jar file in lib\ext folder, but the plugin manager is not showing any plugins to install On checking the status from commnad prompt it is displaying error like:

Hi,

I am trying to install Jmeter plugins on other machine and giving the timeout in user.properties file is not helping me this time as I am still getting the above error for Jmeter Plugin Installation. Please help.
