Was wondering if anyone considered or had a need for a graph of
throughput to response time. Say throughput on X axis, response time
on Y axis.

Throughput as requests/samples/hits per second, etc.

The closest I can find on the project page are:

Response Times vs Threads
Transaction Throughput vs Threads
Response Times Over Time
Response Latencies Over Time
Transactions per Second
Server Hits per Seconds

These are all great but don't cover that one item. Would have to
correlate or overlay graphs to get the data, or manually generate
graph from logged result data.

Perhaps this would be a new graph listener plugin to build?

Hi,

Yes, it is new graph, already on Roadmap.

Looking forward to it. In our load testing so far, that's one graph
desired by the (management) team for analysis of the test results.

Is the graph implemented already? I don't find any reference to it

No, it was not implemented in jmeter-plugins. But it was in Loadosophia. See this example: http://loadosophia.org/examples/165419/#tab=tabPivots&zoom=1
