You can't use Plugins Manager offline. And you don't need to, just download and install the plugins you need via ZIP files.

There is no process of "turning on" the plugin. If you put all files into right directory - the plugin will work.
BUT! Don't confuse Plugins Manager and regular plugins. Plugins Manager does not work offline.
