Take a look at jmeter.log file, it should contain more information regarding the cause of the error.

It might be the case the plugins manager isn't capable of downloading something within the default timeout period of 30 seconds

If this is your case you can i.e. increase it to 2 minutes by adding the next line to user.properties file (lives in "bin" folder of your network installation)

jpgc.repo.timeout=120000

JMeter restart will be required to pick the property up.

In other cases you might need to reach out to your Internet services provider or your corporate network admins to check if there is a limitation or restriction on their end.

Hello, I configured the following parameters in the system.properties file, but I found that my plugin manager will have a connection timeout error in one of github.com and search.maven.org. 9998 port I set proxy in v2rayN
