Does JLAYOUT support percentage value on widht and height

Hi,
I tried setting the value in percentage , may be I couldn't do it properly, but while setting the value in percentage there was a browser scroll bar or the content was overflowing out of the parent. Is there any samples where percentage value is set??? I have attached a sample with percentage setting, where the UI is not increased even though the percentage mentioned is 100%. Also when I start adding the content the UI grows and at one point the content starts overlapping the parent contaner.
Can anybody guide me on this or does this JLAYOUT support percentage value?
